Summary
The position reports to the Vice Chancellor of Educational Services and Technology at the District Office. Designs, develops, manages, conducts, and presents district-wide institutional research studies and evaluations in support of district-wide decision-making, enrollment management, planning, and assessment of institutional effectiveness. Defines and coordinates the data collection, analysis, extraction, and submission of district-wide state and federal compliance data and reports. Leads the team that carries out the technical and functional aspects of district-wide enterprise reporting environment including the maintenance of the operational data store and the data warehouse as well as the reporting tools (currently Argos/MAPS and PowerBI). Responsible for and leads a team that creates and publishes reports for all district-wide ad hoc data requests from all functional teams (e.g., student, financial aid, finance, human resources, payroll, facilities). Coordinates the district-wide responses to external auditor requests for state and federal compliance.
 

Distinguishing Career Features
The District Director of Institutional Research, Planning, and Institutional Effectiveness is a senior academic management position responsible for organizing, leading, and working collaboratively district-wide with instructional divisions, administrative units, and others to design and conduct educational research to improve teaching and learning in the classroom and to improve support programs and services. The Director has the ability to select, set up, execute research design, and conduct advanced statistical and predictive analyses by developing and using assessment and evaluation tools, research design, statistical analysis, and presentation of research reports that support decisions. The Director is responsible for the technical and functional aspects of the district-wide enterprise reporting in terms of managing the architecture, structures, and daily operation of the data warehouse, reporting systems and tools, training of users, reviewing and applying reporting system upgrades.

Essential Duties and Responsibilities
Specific duties may vary among departments, divisions and jobs. Incumbents typically perform a substantial portion or all of the following types of duties, as assigned:
1. Plans, organizes, controls, conducts and directs operations and activities involved in the research, review, analysis, interpretation and reporting of a variety data and information used in assessing institutional effectiveness, planning, accreditation, program review and decision-making, and determining implications of practices, policies, measures and procedures. Plans, organizes, and manages and evaluates the work of staff performing institutional research and predictive studies supporting senior management and Board of Trustee decisions.
2. Provides leadership and works with College-level research administrators and staff contributing to developing and maintaining a high performance and responsive service to the District.
3. Establishes standards for staff, monitors, coaches, and evaluates the performance of staff to departmental requirements and personal development targets. Monitors the work of staff and offers coaching for continuous performance improvement and development. Recognizes performance outcomes and takes action to address deficiencies.
4. Monitors progress on a portfolio of research studies and evaluates and responds to requests for complex or original district-wide research or enterprise reporting support from within and outside the District. Works with requestors to clarify needs and optimize the utility of research or enterprise report results. Conducts broad-scale and complex district-wide institutional research projects and studies by designing research and study methodologies and tools for assessing institutional outcomes. Directs projects from conceptual design and problem definition/hypothesis development to data collection, analysis, interpretation and findings.
5. Utilizes advanced research methodologies and high order statistical analysis techniques and performs analyses using sound, up-to-date research practices. Identifies and obtains data resources, conducts literature reviews, and works closely with staff involved in department-specific data collection to ensure data integrity and reliability.
6. Manages the technical and functional aspects of the District's enterprise reporting systems; oversees and participates in the development of system architecture, system maintenance, and user/access security; determines the prioritization and coordination of requests, development of reports, training and support, and planning for the future of the reporting systems. Coordinates, develops and maintains decision-making support and reporting systems and procedures according to District-wide needs, goals and objectives; determines scope of systems and develops related specifications, designs and tools; develops measures for decision-making; provides training and assistance to administrators and personnel utilizing the enterprise reporting systems and measures.
7. Provides consultation to administrators, personnel, committees and others concerning institutional planning, effectiveness, measurement of student learning outcomes, student success, accreditation and decision-making; responds to inquiries, resolves issues and conflicts, and provides detailed and technical information concerning related data, research, projects, reports, studies, systems, practices, measures, programs, policies and procedures.
8. Directs and prepares mandated and requested compliance District, State and federal reports such as, but not limited to, institutional effectiveness, student and staff demographics, California Community Colleges’ management information system (COMIS), California Student Aid Commission (CSAC), CCFS-320 Apportionment, Integrated Postsecondary Education Data System (IPEDS) reports and submission as well as district-wide decision support, accreditation, programs, enrollment, practices, procedures, and assigned activities.
9. Coordinates, develops, implements and conducts projects, surveys and studies in support of district-wide institutional assessment, planning, research and decision-making; establishes and maintains related timelines and priorities; monitors and assists administrators with assuring efficient progress of planning activities; resolves related issues, conflicts and discrepancies in a proper and timely manner.
10. Collaborates with others in determining district-wide educational and financial effectiveness, and operational efficiency of various departments, programs and services; provides technical assistance and recommendations in the planning and development of practices, policies, measures and procedures to enhance educational and financial effectiveness, and operational efficiency.
11. Organizes, facilitates, implements, reviews and evaluates a comprehensive, integrated and collaborative strategic planning process for the district; communicates the changing expectations, trends and needs of educational preparation effectively to district office and college personnel. Develops and oversees the implementation of a process for monitoring progress on the district-wide goals, objectives, and strategic plan efforts, including the development and update of the strategic plan objectives, action steps, evaluation, planning documents and process; annually reports on the progress of the district-wide strategic plan; coordinates research efforts related to strategic planning and other activities related to institutional effectiveness.
12. Monitors current demographic and community trends and effectiveness of District services; develops, maintains and assures integrity of student, staff and program databases for use in reports, planning and decision-making.
13. Communicates with personnel, administrators and various outside agencies to exchange information and resolve issues or concerns.
14. Develops and maintains professional relationships with district and college employees and departments, and external educational institutions and research organizations. Maintains current knowledge of statutes, accreditation standards and policies, official guidelines, and pending legislative and accreditation changes related to institutional assessment, research, and planning; modifies projects, studies, functions and procedures to assure compliance with local, state and federal requirements, as appropriate.
15. Performs other related duties as assigned that support the objective of the position.
16. Required to abide by all District policies and procedures including Board Policy 3050 – Code of Professional Ethics.

 

Qualifications and Physical Demands

Knowledge and Skills
1. The position requires advanced professional knowledge of higher education research methodologies, techniques, systems, reporting and databases.
2. Requires specialization in research methodology and standard statistical procedures such as but not limited to research design, sampling, survey-guided analysis, parametric and nonparametric statistics, correlation analysis, forecasting and projections using predictive analytics.
3. Requires specialized knowledge of methods in education and social research.
4. Requires an in-depth knowledge of student outcomes assessment and measures of institutional effectiveness.
5. Requires basic knowledge of legislative and educational oversight body processes, occurrences, requirements, and trends.
6. Requires working knowledge of best-practices and continuous quality improvement.
7. Requires in-depth knowledge of and skill at using a full range of office productivity computer software as well as database management, statistical, and educational modeling applications.
8. Requires a working knowledge of relational database concepts, including logical and physical data layout, programming and report writing tools.
9. Requires in-depth knowledge of Enterprise resource planning (ERP) systems; data mining and business intelligence methods, tools and techniques; data warehouse structures and techniques; data collection information systems and statistical software.
10. Requires knowledge of organization, policies and objectives of projects, surveys and studies used in assessing institutional effectiveness, assisting with planning, accreditation and decision-making, and determining implications of practices, policies, measures, and procedures.
11. Requires knowledge of research, planning and data management.
12. Requires knowledge of practices, procedures and techniques involved in the design, development and implementation of projects, surveys and studies in institutional assessment, planning, research, and decision-making.
13. Requires knowledge of principles and practices of administration, supervision and training.

Physical Abilities

Education and Experience and DEIA
The position requires a Master’s Degree in a research-oriented discipline in the social sciences, public policy, statistics, applied research, behavioral sciences, education, or marketing research and three years of experience in leading and performing studies involving advanced statistical research and decision support systems. A Ph.D. is desirable and may substitute for some experience. Or, any combination of education and experience which would provide the required equivalent qualifications for the position.

This is a recruitment for one full time, 12-month per year, educational administrator position. The normal hours of work will be Monday through Friday from 8:00 am to 5:00 pm, with the flexibility to occasionally work extended hours and/or weekends, if necessary, to meet the needs of the department.  The effective date of employment will be arranged with the supervisor.  (Salary Range DG-12)

Pay Philosophy:
Coast Community College District, through policies, practices, and other benefit programs, delivers a fair and equitable total compensation program that promotes equal employment opportunity, inclusion, and workforce vitality.  In general, it is the policy of the District to place new employees at the first step of the salary grade.  All movement on the salary schedule will occur July 1 of each year for all classified employees.  In addition, an annual stipend of $3,000 is offered for possession of an earned doctorate from an accredited institution.
